Criteria for
the funding

What is promoted?

Eligible for funding are the introduction of new digital information and communication technology systems for products, services, and processes, the improvement of IT security, and applications using artificial intelligence. Necessary employee training as part of the digitalization project can also be funded.

The funding is divided into three steps:

  • Funding level 1: Basic digitalization – e.g. IT infrastructure, cloud solutions, networks (only for SMEs)
  • Funding level 2: LevelUp digitalization – e.g. process digitalization, IT security, digital interfaces
  • Funding level 3: High-end digitization – e.g. AI integration, big data, digital training platforms

Which companies are supported?

Small and medium-sized enterprises (SMEs) as defined by the EU, as well as larger medium-sized enterprises with an annual turnover of up to €500 million, can apply for digitalization funding (formerly known as the Digitalization Premium Plus). This funding can be used to implement digitalization projects within their company or implement measures to improve IT security.

Not to be funded

  • Standard purchases without a digitalisation focus (e.g. purely basic equipment) are not eligible for funding.
  • In addition, companies that are not predominantly privately run or operate outside Baden-Württemberg will not receive funding.

Digitalization financing in Detail

This is a subsidized loan through the house bank procedure with an optional repayment subsidy, depending on the funding level and company size.

This is what L-Bank offers

  • Financing: Subsidized loan through the house bank procedure with repayment subsidy
  • Loan amount: €25.000 to €5 million, for larger companies up to €25 million
  • Loan term: 5, 7, or 10 years | Interest-free 0–2
  • Nominal interest rate reduction and commitment: same as loan term, max. 10 years
  • Commitment interest: 0% in funding levels 2 & 3, from month 13: 0,15% in funding level 1
  • Special repayment: possible at any time in stage 1, excluded from stage 2 in the first 3 years
Repayment subsidy from the state (digitalization premium) or the L-Bank

For small and medium-sized enterprises (SMEs):

  • 5,0% of the loan amount in funding levels 2 and 3 for projects up to EUR 250.000 (state digitalization premium)
  • 2,0% of the loan amount in funding level 3b (repayment subsidy from L-Bank)
  • 1,0% of the loan amount in funding level 3a (repayment subsidy from L-Bank)
  • 0,0% of the loan amount in funding level 1 and in funding level 2 for projects that cannot apply for the state's digitalisation premium

For larger companies (non-SMEs):

  • 0,0% of the loan amount in all funding levels
